Who is this loan for?

The “TABRID” loan is intended for agricultural producers wishing to finance the construction of cold rooms or refrigerated warehouses with a capacity of 300 m³ to 5,000 m³, exclusively for the storage of their own production.

Eligibility conditions:

The following are eligible for the 'CPA TABRID' loan:

- any agricultural producer (owner or holder of a concession of agricultural land belonging to the private domain of the State);

- Holders of a farmer's card;

- Those who can prove that their production requires cold storage.

- Projects that have been technically approved by the province's agricultural services.

The following are excluded from 'CPA TABRID' financing:

- applicants who have already received similar financing (fully or partially subsidised) in the past;

- Applicants with outstanding debts or rescheduled loans until they have been repaid in full.

- Applicants whose expansion projects exceed existing production capacity.

Characteristics of the loan

Loan amount: Up to 90% of the total project cost, up to a maximum of 150 million dinars.

Loan term: Based on the project's profitability study, up to ten years.

Medium/long-term credit interest rate: The interest rate is set at 5.50% per annum, excluding tax.

Subsidy rate: 100% covered by the Ministry of Agriculture.

Repayment terms:

- Loan repayment: quarterly, semi-annually or annually, depending on the production cycle.

Deferment period: depending on the nature of the activity:

- Up to two years for a medium-term loan

- up to five years for a long-term loan.

The utilisation period (included in the deferment period).

- Up to 12 months for a medium-term credit.

Up to 24 months for long-term credit.

Release of credit

Once the conditions for setting up the credit have been validated, it is released in the form of bank cheques made out to the name(s) of the supplier(s) and the contractor.

Fees and commissions

Upon submission of the application, the customer must pay the application review fee (non-refundable), the amount of which is set by the Bank's General Terms and Conditions in force.

Financing granted will be subject to management and commitment fees, as set out in the Bank's General Terms and Conditions, depending on the amount of credit granted and the disbursements made.

Requiredguarantees

- A conventional or legal mortgage on the farmed land

- Mortgage guarantee on a third-party, if applicable.

- Joint and several guarantees (for legal person).

- Pledge of equipment. 

- Subscription to the Agricultural Guarantee Fund and Investment Credit Guarantee Fund (FGA-CGCI).

- Multi-risk professional insurance + Natural disasters insurance;

  • Application compilation
  • A credit application quantified and signed by the customer.
  • Proof of payment of the application examination fee.
  • A copy of the professional farmer or livestock breeder card issued by the CNA.
  • A copy of the commercial register for economic entities operating in the production, processing, storage and/or valorisation of agricultural products.
  • A valid identification form issued by the CNA.
  • Copy of the articles of association for legal person.
  • Copy of the tax registration card (NIF).
  • A recent certificate of no debt from the bank of Agriculture and Rural Development BADR (less than three 3 months old).
  • For active farmers (natural persons/legal entities):
  • Balance sheets and income statements for the last three financial years, stamped by the tax authorities; or Tax declaration for those subject to the flat-rate tax regime (IFU).
  • Balance sheets and projected income statements for the full term of the requested loan.
  • Simplified projected accounting statements (income and expenditure) for three years for applicants subject to the flat-rate scheme.
  • For novice farmers (individuals or legal entities):
  • An opening balance sheet.
  • Balance sheets and projected income statements for the entire duration of the requested loan.
  • Tax and social security statements, either cleared or accompanied by a repayment schedule.
  • A copy of the title deed, concession title or lease for the agricultural land or any other land used for the ongoing activity, published at the land registry.
  • A negative certificate of mortgage registration dated less than 3 three months ago for borrowers who are property owners.
  • A report on the existence, expertise and valuation of the real estate, premises, land or building (industrial and/or livestock, shed, etc.) offered as collateral, drawn up by a consulting office approved by the Bank.
  • Estimated cost and quantity of construction works, installation of refrigerated warehouse, issued by a consulting office approved by the bank duly justified by pro forma invoices.
  • A provisional schedule of works, including earthworks, platform construction, structural works, secondary building works, electrical connections, roads and utilities, and equipment.
  • - A project validation certificate issued by the province Agricultural Services Directorate (DSA/Province).
  • - A technical and economic study prepared or validated by the National Office for Rural Development Studies (BNEDER) which highlights current and projected agricultural production capacities, as well as production storage and preservation requirements.
